About the Client

BYU FLATS (Foreign Language Achievement Testing Services) offers online foreign language tests to learners across the United States. With passing scores, test-takers can receive credits for their college or university. Administering between 3,500 and 4,000 tests annually, FLATS provides an affordable and accessible option for language learners—particularly high school students preparing for college.

The Challenge

Before partnering with Proctor360, BYU FLATS faced a significant barrier: no online proctoring option.

“Before COVID, students had to report to a testing center, library, or counseling office,” explains Jeremy Browne, Associate Professor at FLATS. “If there were no proctors in their area, they simply couldn’t take the test.”

This model posed challenges to accessibility and limited scalability. Without a reliable remote solution, test integrity and candidate experience could not be guaranteed across locations.

The Solution

When evaluating proctoring partners, BYU FLATS looked for convenience, security, and reliability—and found that in Proctor360.

“Proctor360 gave a live demonstration and was willing to charge the proctoring fee directly to the student, which simplified our workflow,” the FLATS team shared.

Live remote proctoring was the initial solution of choice. While FLATS doesn’t use an LMS, Proctor360 easily integrated with their standalone testing platform.

“We didn’t need any customizations,” says the program director. “It worked with our system right away.”

The onboarding process took less than a week, and soon after, students were scheduling live sessions directly through Proctor360, supported by a streamlined flow of access code delivery and exam security protocols.

Implementation & Use

Examinee Journey:

  1. Sign up for the FLATS test.
  2. Select the Proctor360 option.
  3. Examinees schedule and take the test securely online.

“It’s important that Proctor360 personnel don’t use the codes before the session—and they’ve handled that with care,” FLATS notes.

Currently, Proctor360 is exclusively used for delivering the FLATS exam online.

Results & Impact

The results have been measurable and meaningful:

  • 20% increase in test sales over two years.
  • Greater geographic reach and accessibility.
  • Faster response times when test irregularities arise.

“It’s far more convenient for our examinees, especially those in high school,” says the FLATS team. “Proctor360 contacts us very quickly if there are any concerns or issues.”

Lessons & Looking Ahead

Through this partnership, BYU FLATS has learned that convenience and cost are major factors for their test-takers—something remote proctoring has helped deliver.

“Our tests no longer require the examinee to be at school,” they note. “That’s a game-changer.”

With plans to expand into new languages, FLATS sees Proctor360 as a scalable solution to support future growth.
